Saudi Arabia has once again solidified its position as a global leader in renewable energy with the recent signing of Power Purchase Agreements (PPAs) for five Independent Power Producer (IPP) projects, totalling an impressive 9,200 MW. The agreements, signed in the presence of HRH Prince Abdulaziz bin Salman Al Saud, represent a critical milestone in achieving the ambitious goals outlined in Saudi Vision 2030.
This remarkable development not only underscores the Kingdom’s commitment to sustainable energy but also positions it as a trailblazer in balancing economic growth with environmental responsibility. As a Freeman of the Worshipful Company of Fuellers and Founder of Oclas Consulting, I had the privilege of meeting HRH Prince Abdulaziz bin Salman Al Saud in Qatar during 2023, a moment that emphasised the Kingdom’s unwavering focus on energy innovation and strategic partnerships. Today, this new announcement further highlights the scale and ambition of Saudi Arabia’s energy transformation.
Breaking Down the Projects: A Blueprint for the Future
The five projects represent a diversified approach to energy production, combining cutting-edge natural gas technology with renewable energy sources:
Rumah and Nairyah Thermal Energy Projects:
Utilising flexible Combined Cycle Gas Turbine (CCGT) technology, these projects are designed to integrate carbon capture capabilities, paving the way for a more sustainable energy future.
Four PPAs have been signed for Rumah 1 & 2 and Nairyah 1 & 2, with a combined capacity of 7,200 MW.
Collaborations include leading international and local players such as ACWA Power, Saudi Electricity Company (SEC), Korea Electric Power Corporation (KEPCO), TAQA, and JERA.
AI Sadawi Solar Photovoltaic Project:
Part of Round 5 of the National Renewable Energy Program (NREP), this solar PV project boasts a capacity of 2,000 MW and a record-breaking Levelized Cost of Electricity (LCOE) of 1.2926 Cents/kWh.
The project, a collaboration between Masdar, KEPCO, and GD Power Development Co., is set to achieve commercial operations by Q2 2027.
Combined, these projects will attract an investment of 35 billion Saudi Riyals ($9.3 billion USD), significantly advancing the Kingdom’s energy sector by reducing liquid fuel dependence and promoting a balanced energy mix of 50% gas and 50% renewables by 2030.
Aligning with Saudi Vision 2030
By the end of 2024, Saudi Arabia will have signed agreements for 25 renewable energy projects, collectively generating approximately 23 gigawatts of electricity. These initiatives highlight the Kingdom’s leadership in sustainable energy development and its focus on achieving an optimal energy mix.
This aligns seamlessly with the National Renewable Energy Program (NREP), a cornerstone of Saudi Vision 2030. The program aims to displace liquid fuels, significantly lower carbon emissions, and optimise electricity production for a sustainable future.
